why do some people still get sunburned when boating even with the use of spf 30?

I went boating with my family over the weekend.Everyone got burned within only two hrs being in the water.I got it worse because I’m on birthcontrol.
No one was in the water so it’s not like the water made it wear off and all our bottle of sunblock says it’s good for 2 hrs then re-apply.
