Community organizer does have a historic meaning, dating to the the radical movements of the communist party in the 30’s and the radical left in the 60’s. According to radical, Saul Alinsky, an organizer’s job is to “rub raw the sores of discontent” and mount a socialist revolution. Accordingly an organizer does not fix problems, he exacerbates them for political advantage.
